Utilisable Irrigation Potential is 90% of the Ultimate Irrigation Potential.

# Irrigation Potential created & utilised in excess of utilisable irrigation potential is due to over exploited annual replenishable ground water.  In case of Haryana, Punjab and Rajasthan states out of 108, 118,and 236 total Blocks; 51, 70 and 56 blocks respectively are either over exploited or dark Blocks & exploitation of Static reserves have been reported in these States.
