must be aware that Centrally Sponsored Scheme for rationalisation of minor
irrigation statistics was taken up by the Government of India in the 7th
Five Year Plan and continues in the current plan. Apart from rationalisation of statistics, the scheme also
envisages second census of Minor Irrigation Works with 1993-94 as the base
year. Secretary to the Government of
India, Ministry of Water Resources had written to the Chief Secretaries of the
States by his D.O. letter No. 9/10/90-MIT dated 23.9.1994 for nominating minor
irrigation census commissioners for their States. We have received responses from the Chief Secretaries of 10
States. The rest have yet to respond.
We have presumed that being the Secretary, in-charge of the minor irrigation, you would probably be dealing with this subject. I am enclosing a copy of the letter written by the Secretary (MOWR) to the Chief Secretaries of your State. May I request you please to let us know who in your state has been nominated as the minor irrigation census commissioner?
Enclosed with this letter is a note giving broad guidelines for scope, coverage, methodology, schedules along with instructions and funding pattern etc. for conducting the census. The formation of the proposal for grant-in-aid is also enclosed on the basis of which your proposal may please be formulated and sent to us at the earliest. This is in order to enable us to release 40 per cent of the central grant-in-aid in advance.
I will be grateful if you could please indicate the schedule for conducting the census. This should broadly conform to the time schedule indicated by us.
A very early reply to this letter will be greatly appreciated.
